If the old roof is not coming off, Salt Lake City's application requires you to state how many layers are already up there. Going over an existing roof hides the decking at exactly the moment you would want eyes on it — after a hail-and-wind season — and it adds weight against that same 3 psf ceiling. We price the tear-off honestly rather than burying a problem under new shingles.

Salt Lake City sits near 4,300 feet and the market runs up to Park City and Heber.
